Administrative Management Capacity in Out-of-School Time Organizations: An Exploratory Study
To run out-of-school time (OST) programs most effectively, organizations need strong managerial and administrative capabilities, from sound budgeting and human resources practices to carefully planned-for technology. As this Wallace-commissioned study of 16 high quality OST providers in New York and Chicago finds, however, even the best performing OST organizations often suffer from administrative and managerial constraints. The shortcomings are not so severe that these non-profits face collapse, the report says, but the effects are felt: front-line staffers are often called on to perform administrative work, for example, and executives, consumed by day-to-day responsibilities, feel limited in their ability to manage programs strategically. The report describes in detail the administrative and managerial challenges confronting OST organizations and recommends possible solutions for OST leaders, public and private funders, and other interested parties.

Cost of Quality: Out-of-School Time Calculator
Along with preparing a report on OST program costs, researchers worked in conjunction with The Wallace Foundation to create an online "Out-of-school time cost calculator" to help users calculate the costs of various options for high quality OST programs. This calculator will help budget for programming that aims high: to cultivate children's talents, lift their self-confidence, improve their social skills, increase their engagement with school-or decrease the likelihood of risky behavior. The calculator lets users know what questions to ask, provides an easy-to-understand analysis of the data entered and offers further ideas and resources.

Developing and Managing Volunteer Programs
This resource emphasizes that, for the organization and its volunteers to benefit the most from each other, volunteers should be managed as part of an overall, systematic program, somewhat similar to the systematic approach that should be used to managing employees. Some of the topics covered are the roles of volunteer manager, legal and risk considerations, management policies and procedures, volunteer screening and volunteer staff relations.

Federal Support for After School Youth Sports Programs: An Overview of Funding Sources and the Current National Policy Debate
| This paper reviews federal funding sources and current policy related to sports
and recreation for school-age children and youth. It focuses particular attention on the
barriers to engaging young people living in lower income urban areas in sports and
physical activity. It describes a broad range of federal programs that provide support for
after school sports and recreation — including funding sources as diverse as child care and
social services, health care, education, juvenile justice, transportation, housing, and
environmental protection. The paper notes that despite these extensive resources, there is
actually little attention given to this issue in the national debate and only sparse research
on the benefits of participating or on promising practices in youth development and
sports. |

Financial Strategies to Support Citywide Systems of Out-of-School Time Programs
This report, by The National League of Cities' Institute for Youth, Education and Families, details strategies for funding out-of-school time services, including dedicated taxes, charitable trusts, and tapping federal sources. Serving as a layout for this guide are four identified funding strategies for municipal officials: creating dedicated, local funding streams; making better use of existing funding streams; maximizing state and federal funding sources; and building and strengthening collaborative efforts. Also, woven throughout the guide are concrete examples of how each strategy has played out in cities across the nation.
